Ilham Aliyev in Mingachevir


President of the Republic of Azerbaijan Ilham Aliyev and First Lady Mehriban Aliyeva have attended the opening of “ASAN Life” complex in Mingachevir.

The Head of State and his wife cut the ribbon symbolizing the inauguration of the complex.

Assistant to the President for work with law enforcement bodies and military issues – department head Fuad Alasgarov and Chairman of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan Inam Karimov informed the Head of State and his wife about Mingachevir “ASAN Life” complex.

Mingachevir “ASAN Life” complex is the 13th center of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan The construction of Mingachevir “ASAN Life” complex, which stands out in its magnificence on Zarifa Aliyeva Avenue 2, began in 2017. Construction works were completed in February, 2018. The complex consists of a three-storey administrative building and three public catering facilities. The number of employees at “ASAN service” center of the complex is 154, and the number of volunteers is 45. Along with Mingachevir city, this center serves to 337.767 citizens registered in Yevlakh and Aghdash.

A total of 32 types of services will be provided for citizens by 10 state bodies in “ASAN service” center. The center employs a 154- man staff, and 45 volunteers. The center will serve 337,767 citizens in the city of Mingachevir, as well as Yevlakh and Aghdash districts.

The Head of State launched the center.

The Head of State and his wife viewed projects of other “ASAN service” centers, which will be created in the future.

At the presentation of results on e-services evaluation, it was emphasized that as of 2013, the State Agency conducts annual assessment of electronic services in order to determine and improve the quality of electronic services provided by the state entities. Within the evaluation, eligibility will be determined for the provision of electronic services and proposals will be made to address the shortcomings.

By involving all stakeholders in the innovation ecosystem of the country - the “InnoLand” project will encourage innovative activities and creation of successful startups as well as production of internationally competitive products and services.

Within the project, at the institutions created as a pilot project the work will be done in order to increase the number and efficiency of innovative companies, as well as to support the StartUpers in all stages of production, starting from the original idea to the ready-to-use innovative product and service.

One of the new projects is the "Mobile Gov" application. The mobile application has been developed in accordance with the task of establishing “Mobile Government in e-Gov 2.0 version”, defined in the Strategic Road Map for the development of telecommunications and information technologies in the country.

The application will allow users to benefit from public services using smartphones through the integration of information systems of various government agencies.

President Ilham Aliyev and First Lady Mehriban Aliyeva were also informed about the introduction of "ASAN services” through self-service terminals.

Through these terminals designed to minimize contact between public officials and citizens, the latter will be able to benefit from various services without losing time and going anywhere. By selecting a service that they want to access, citizens enter biometric photos and other data into the system, fill out the electronic application form and apply for the service.

Another innovation is the application of the "ASAN Pay" system in the context of the visa issuance process. "ASAN Pay" terminals will be used to provide foreigners and stateless persons with a visa application process at the International Airports of Azerbaijan.

Through the "ASAN Visa" system integrated into the terminals, foreigners will be able to pay the visa fee by filling an electronic application form. Foreigners and stateless persons will also be able to receive the results about their visa applications at the "ASAN Pay" terminal.

Another new project is “ASAN Tourist” mobile application. This project is a unique platform to use all tourism services. By using the application, tourists can easily find facilities that are of their interest via a navigator, take advantage of tours to the regions organized by travel companies, and plan their trips themselves.

The "E-government" is a modular cabinet for citizens' access to public services through special software and devices. By entering the cabinet, citizens may use various services and take advantage of services without the participation of a representative of the state entities.

The “ASAN Life” concept in Mingachevir is also provided with public catering facilities, along with “ASAN service”. Citizens can enjoy recreation and entertainment facilities, along with the service provided in a dynamic and friendly environment. “ASAN Life” complex covers various solutions contributing to the improvement of living standards of the citizens, making their lives more comfortable. Along with Azerbaijani films, those of foreign countries have also been shown in the cinema club of the complex.

President Ilham Aliyev and First Lady Mehriban Aliyeva familiarized themselves with “ASAN Vocational” included in “ASAN Life” complex.

The “ASAN Vocational” center, that is a joint project of the Ministry of Education and the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan, has been created. The objective of the project is to ensure personnel’s training and increasing their compatibility to meet the changing requirements of the labor market. The “ASAN Vocational” center has been provided with all types of necessary equipment, as well as training and education means. Modern materials and technical facilities are provided in the “ASAN Vocational” center in four directions – mechanical engineer, electrical engineer, plumber and seamstress.

Parking area is created on the territory of the “ASAN Life” complex. The over-ground pedestrian crossing ensures safe movement of pedestrians.
