Report on the state of organization and provision of electronic services in state bodies

Based on Provisions 2.1.7, 3.1.10.3, 4.1.5, 4.1.6, 4.1 of the "Regulation on the State Agency for Service to Citizens and Social Innovations under the President of the Republic of Azerbaijan" approved by Decree No. 706 of the President of the Republic of Azerbaijan dated September 5, 2012 as well as subsection 7 issued by the State Agency for Citizen Service and Social Innovations under the President of the Republic of Azerbaijan (hereinafter the State Agency) approved by the board decision No. 1/1-07 dated November 4, 2016 "Electronic services and information in state bodies". In accordance with the Rules for evaluating systems" (hereinafter the Rules), the evaluation of the services included in the "List of types of electronic services" (hereinafter the List) approved by the State Agency by Resolution No. 235 of the Cabinet of Ministers of the Republic of Azerbaijan dated October 17, 2012 appropriate evaluations have been held.

The evaluation was conducted in the direction of studying the current state of the service process and the provision of electronic services of those bodies, data collection, systematization, checking and analysis of parameters in order to determine the state of organization of relevant services provided by state bodies in electronic form based on the principles of legality, objectivity, transparency and professionalism thereof.

Within the framework of the evaluations, information on the state of electronic services provision was collected through the "Government services" section in the official internet information resources of state bodies, and then an on-site inspection was carried out in order to study the technical capabilities and potential necessary for the quality and continuous provision of electronic services.

During the evaluation, the current situation related to the organization and provision of electronic services was studied, at the same time deficiencies were noted in the prepared opinions, and proposals were given to each body to eliminate the deficiencies.

Evaluation of electronic services by the State Agency for 439 services provided by 40 central executive authorities in 2013, 438 services provided by 41 central executive authorities in 2014, 438 services provided by 39 central executive authorities in 2015, 2016- In 2017, 444 services provided by 34 central executive power bodies, 404 services provided by 30 central executive power bodies in 2017, and 410 services provided by 29 central executive power bodies were evaluated in 2018.

Within the framework of the assessment, the working group analyzed the information about the electronic services provided by each state body in the "State services" section of the official internet information resources of that body, including the data collected during the on-site visit, "Level of electronicization and connectivity", "Openness of information" and accessibility (access) level", "Usability level" criteria were evaluated.

* According to the Decree of the President of the Republic of Azerbaijan No. 650 dated October 19, 2015, the Ministry of Economy of the Republic of Azerbaijan is entrusted with the relevant central implementation during the evaluation period, as it is not included in the list of activities that are licensed or require permission according to the Law of the Republic of Azerbaijan "On Licenses and Permits" evaluations on the organization and provision of 22 services that were not implemented by the authorities were stopped.
