General Information about the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan

The State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan was established by the Decree of the President of the Republic of Azerbaijan No.685 dated 13 July 2012.

The State Agency is the central executive body that, in accordance with its areas of activity, ensures the unified management of the "ASAN” service centers, coordinates the activities of employees of central or local executive bodies, budgetary organizations, state-owned legal entities, including public legal entities created on behalf of the state, operating in the service centers, carries out coordination, control and assessment, and improves the management system in the field of public service delivery. The directions of activity of the State Agency:

Provides the unified management of the centers and the coordination of activities of the employees of state entities operating in those centers;

Oversees the implementation of services provided in the centers based on the principles of efficiency, transparency, courtesy, responsibility, and convenience;

Manages the evaluation of lawful implementation, quality, and transparency of each service carried out in the centers;

Supervises the adherence to ethical conduct rules by the employees of state institutions operating in the centers;

Ensures the organization of ethical courses for employees of state institutions operating in the centers and the conduct of various trainings that develop skills in the areas, such as management of citizen flow, meeting, listening and explaining to citizens;

Carries out the evaluation of state services by adhering to the parameters that constitute the “ASAN service index” and also conducts research related to the application of social innovations by state entities in the field of public service delivery
The State Agency monitors the delivery of public services in the centers based on the principles of efficiency, transparency, courtesy, responsibility, and convenience for all citizens, regardless of their place of residence registration and on every day of the calendar year
The State Agency has established a Call center with a unified phone number to provide assistance to citizens and ensures its operation.
