"ASAN service" experience at the 8th “Forum of African Metropolitan Cities”
On November 20-24, 2018 the delegation of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan visited Kingdom of Morocco to attend the 8th “Forum of African Metropolitan Cities”. The visit was held at the invitation of Jean Pierre Elong Mbassi, Secretary General of the United Cities and Local Governments of Africa (UCLG-Africa).
The Forum was jointly organized by the United Cities and Local Governments of Africa and the Ministry of Interior of the Kingdom of Morocco. Heads of relevant state as well as city and local government entities, local authorities, officials and experts representing the respective areas of African countries attended the event. The forum was also attended by more than 5,000 participants, including high-ranking officials from European and Asian states, international organizations, representatives of diplomatic corps and academic circles.
Within the framework of the Forum, among more than 500 sessions on "Innovations in the provision of Public Services", on November 22 the one was organized the State Agency.
The chairman of the session was Albert Anicet Akoa, mayor of Ngoulemakong city in Cameroon, and the moderator was the head of Apparatus of the State Agency.
During the session, speeches were delivered by Mr. John-Mary Kauzya, Adviser on Governance Systems and Institutions in the Division for Public Economics and Public Administration at the UN Headquarters, Mr. Tatsuo Igarashi, Mayor of Tsukuba city in Japan, Mr. Jean-Marie Tetar, Mayor of Hudan City in France, Mr. George Mutabazi, President of the Uganda Local Government Association, Mr. Evelyn Akech, Regional Secretary of the International Public Services Non-Governmental Organization, Mr. Mataywa Busieka, Head of International Cooperation Department of the South African Department of African Association of Public Administration, and Mr. Aboubakar Kulam Hafez, Chairman of the Association of Local Authorities in Tanzania. They made speeches on solutions and issues related to future activities based on African, European and Asian experience on innovations in the field of public service, existing problems, challenges and advanced experiences.
The experience of "ASAN service" and its application were especially welcomed by participants of the session.
The session continued with discussions. At the end of the session recommendations were adopted.
A number of bilateral meetings were also held during the forum. Implementation of "ASAN service" experience as in African local and regional organs, as well as in French cities, contribution of “ASAN service” in the relevant topics during the meetings of UN, and prospects for other cooperation were discussed with Mr. John Mare Kauzya, Adviser on Governance Systems and Institutions in the Division for Public Economics and Public Administration at the UN Headquarters, Mr. Najat Zarruk, Head of the African Local Government Agencies Academy of UCLG, and Mr. Jean-Marie Tetar, Mayor of Hudan City in France.
