"ASAN Service" Model will be Implemented in Rwanda


A delegation led by Ulvi Mehdiyev, Chairman of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan, visited the Republic of Rwanda at the invitation of the Rwandan government.
The visit included meetings with representatives of the Rwanda Development Board (RDB), the Minister of Public Service and Labor, and heads of other relevant government agencies. During the visit, the Chairman of the State Agency delivered a comprehensive presentation detailing the "ASAN Service" model and the broader scope of the Agency’s operations.
Following the discussions, the State Agency and the Rwanda Development Board signed a Memorandum of Understanding (MoU). The objective of the document is to facilitate the implementation of the "ASAN Service" experience in Rwanda. As part of the MoU’s provisions, there are plans to establish a public service center in Rwanda modeled after the "ASAN Service" framework.
During his visit, the Chairman of the State Agency visited the Kigali Genocide Memorial, where he laid a wreath to pay tribute to the victims of the genocide and signed the Book of Remembrance.
It is worth noting that during the 29th session of the Conference of the Parties to the UN Framework Convention on Climate Change (COP29) held in Azerbaijan, the President of the Republic of Azerbaijan, Ilham Aliyev, met with the President of the Republic of Rwanda, Paul Kagame. During these discussions, the Rwandan side expressed a keen interest in adopting the "ASAN Service" model. In alignment with these agreements, a Rwandan delegation had previously visited Azerbaijan on a study tour.
