"ASAN Service" Model Spotlighted in UN Publication
The United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) has published a report titled "Technology and Social Innovation in Public Services of Azerbaijan". This analytical review on public service delivery was prepared by the organization's specialized division as part of the implementation of its 2022–2026 Action Plan.
The publication provides a detailed overview of the "ASAN Service" model, which has been successfully implemented by the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan. It also covers the "ASAN xidmət Index," (“ASAN Service Index”) the "ASAN müraciət" (“ASAN Application”) information system, the "ASAN Visa" system, AI-driven solutions applied in public service organization, the Centralized Electronic Document Management System, and other technological innovations.
The report notes that the "ASAN Service" model, established at the initiative of the President of the Republic of Azerbaijan, Ilham Aliyev, has gained broad international recognition in recent years as a contemporary benchmark for transparent and efficient governance in public service delivery, founded on the principle of citizen satisfaction.
The "ASAN Service" model is evaluated as a reference framework for countries in the region. Strong political will, centralized management, continuous innovation, and public feedback mechanisms are highlighted as the key drivers of the model's success.
The publication further emphasizes that the targeted application of the "ASAN Service" experience holds significant potential for transforming public service systems. By leveraging this experience, countries in the region can build inclusive, transparent, and sustainable public administration systems.
