The “ASAN Service” and the UN will hold an International Summit in Baku

An international summit entitled “UN Governance Innovation Summit: Advancing Future-Ready Institutions” will be held in Baku on 5–6 November 2026. The summit will be jointly organised by the United Nations Department of Economic and Social Affairs and the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan.
In this connection, at a briefing organised for media representatives, Mahammadali Khudaverdiyev, Head of the International Relations Department of the State Agency, provided information on the essence of the summit, the planned events and the preparations underway.
It was noted that the summit would be organised within the framework of the implementation of the Contribution Agreement signed in November 2024 between the Government of the Republic of Azerbaijan and the United Nations (UN).
The discussions are expected to cover reforms implemented in Azerbaijan in the areas of innovation in public administration, the transformation of the public sector, and the application of multifaceted approaches to the delivery of public services in an innovative and integrated manner, as well as familiarisation with the “ASAN Service” experience. In addition, important topics in this field, such as South–South, North–South and triangular cooperation, are also expected to be discussed.
Around 200 guests are expected to attend the summit, including the UN Deputy Secretary-General for Economic and Social Affairs, ministers and senior officials from UN Member States, senior officials of international and regional organisations, development partners, as well as representatives of the private sector and academia.
It should be recalled that the purpose of the Contribution Agreement is for the United Nations to promote the “ASAN Service” experience across four continents and to organise international events in this regard. Key objectives also include organising various training programmes for civil servants from the least developed countries (LDCs), landlocked developing countries (LLDCs) and small island developing States (SIDS), all of which are UN Member States, in areas such as advanced governance, public service delivery and the application of the “ASAN Service” model.
During the period to date, as part of the project’s implementation, the UN has organised international events to promote the “ASAN Service” experience at the international level at its Headquarters in New York, at the headquarters of the African Union for countries across the African continent, and in the Dominican Republic for countries in the Caribbean region.
