On May 8, the openings of “ASAN service” # 7 and “Bilim Baku” center took place.
President of the Republic of Azerbaijan Ilham Aliyev and President of the Republic of Turkey Rejeb Tayyib Erdogan participated in the opening.
The heads of the states were informed that “ASAN Hayat” complex constructed in the capital consists of three parts. Baku ”ASAN service” Center #7, “INNOLAND”, “Bilim Baku” center, and ASAN Innovative Development Center, as well as the new administrative building of the Apparatus of the State Agency on Citizens Service and Social Innovations under the President, are located in the complex.
It was stated that two parts of the complex – construction of “ASAN service” center and INNOLAND”, “Bilim Baki” and ASAN Innovative development centers ended in May 2022. The third part will be ready by the end of the current year.
“ASAN service” center located in the complex is the seventh, and in general is the 23rd in the country. The center was constructed taking into consideration the ever-growing demands for the services in Baku and will provide the citizens with services without territorial restriction. In general, different state bodies, including private companies and enterprises will provide more than 325 services at the center to embrace 288 employees and 50 volunteers therein.

To note that, the 11th ethno boutique of “ABAD” public legal entity, as well as the activity of the 2nd “INNOLAND” Incubation and Acceleration Center, are planned to be implemented by the center. The “INNOLAND” which started its activity in November 2018 has worked with 50 startups in the incubation period and with 36 startups in the acceleration period up to day.
“INNOLAND” has built cooperation with international organizations from the countries such as Turkey, Hungary, Macedonia, the Republic of Korea, the USA, Germany, Lithuania and Estonia.

Then the heads of the states got acquainted with “Bilim Baku” center.
It was reported that this center was established based on the cooperation contract signed between the State Agency Service to Citizens and Social Innovations under the President of the Republic of Azerbaijan and the Turkey Technology Team Foundation established by Selchuk Bayraktar. The activity of the center is focused on increasing the interest and knowledge of the students of secondary schools at 6-14 ages to science, innovation, and technology and enables them to observe how scientific knowledge is applied at practice. 6 laboratories with 20 student seats in each will operate at the center. These are laboratories for natural sciences, technology, mathematics, astronomy, space and aviation, design, and entrepreneurship.
President Ilham Aliyev and President Rejeb Tayyip Erdogan talked to the students who did an experiment at the laboratories.
It was informed that the "Deneyap Technology" program which takes into account perspective needs, is project-based, focuses on solving everyday life problems, and enables the students to master skills of the XXI century will be implemented at “Bilim Baku” center. 11 employees will work there and the teaching will be conducted based on the training program of the Turkish Technology Team Foundation. The relevant training program has been agreed upon with the Ministry of Education of the Republic of Azerbaijan.
ASAN Innovative Development Center will also operate in the complex. The main goal of this center is to contribute to the improvement of the professional level of personnel in the field of service to citizens in various private and state bodies in our country by applying advanced ASAN practice, innovative and new training methods, and carrying out training in the direction of increasing knowledge and skills.
The heads of state were informed that the ASAN concept, the intellectual brand of Azerbaijan, is also included in the export basket. The experts of the Agency conduct training in different countries and cooperation with international organizations is expanded. The State Agency and its subsidiaries have concluded contracts with 15 countries and 2 international organizations in the framework of their activities up to now.
In the end, commemorative gifts were presented to the presidents of Azerbaijan and Turkey.
It should be noted that currently, 22 "ASAN service" centers operate in Azerbaijan, and the construction of 5 is continuing. To date, more than 52 million appeals from more than 8 million 88 thousand citizens have been received at "ASAN service" centers. In the regions, services are also provided to citizens through 10 mobile "ASAN service" buses and mobile "ASAN train". According to the polls, the satisfaction rate of citizens with the services is 99.5 percent.
