According to Decree No. 685 of the President of the Republic of Azerbaijan dated July 13, 2012, the State Agency for Service to Citizens and Social Innovations under the President of the Republic of Azerbaijan was established. In the last quarter of 2012, when the State Agency was active, the main goal was to open the first of the "ASAN service" centers, which were designed as a place where the factors of innovation, service to people, fight against corruption, innovation and modernity are concentrated based on the principles of efficiency, transparency, courtesy, responsibility and comfort. and to ensure citizen satisfaction by providing services to citizens from that location.
On December 29, 2012, with the participation of the President of the Republic of Azerbaijan Mr. Ilham Aliyev, the opening ceremony of the administrative building of the State Agency and the Baku "ASAN service" center No. 1 was held within the framework of the pilot project determined by Decree of the President of the Republic of Azerbaijan No. 2440 dated September 17, 2012. has been held.
Under the President of the Republic of Azerbaijan for the purpose of implementation of paragraph 3.2 of the Decree on the approval of the "2012-2015 National Action Plan on the Promotion of open government" and the "2012-2015 National Action Plan on the fight against corruption" According to the order of the Chairman of the State Agency for Service to Citizens and Social Innovations No. 86 dated December 3, 2012, the "National Action Plan for the Promotion of Open Government for 2012-2015" and "The Action Plan for the Fight Against Corruption for 2012-2015" The "Work plan" regarding the implementation of measures entrusted to the State Agency for Service to Citizens and Social Innovations under the President of the Republic of Azerbaijan with the relevant clauses of the National Action Plan was approved and information about it was submitted to the Commission on Combating Corruption of the Republic of Azerbaijan.

In order to facilitate access to information, a person responsible for freedom of information was identified in the State Agency, and the public was informed through the mass media and the website of the "ASAN service" center. In 2013, it is planned to carry out training for the person responsible for freedom of information and civil servants of the Public Relations sector regarding the implementation of the requirements of the Law of the Republic of Azerbaijan "On Access to Information" and relevant legislation.
The following measures have been carried out in order to regularly inform the public about their activities:
In order to prepare a comprehensible, plain language version of the legislative acts regulating the agency's activities, and guidelines and to promote this information among citizens, the instructions contained in separate normative legal acts on the services provided in "ASAN service" centers in a more comprehensible and simple language for the citizen and The project "Standards of services provided by state bodies in "ASAN service" centers under the State Agency for Citizen Service and Social Innovations under the President of the Republic of Azerbaijan" was prepared in a single document. The parts of the legislative acts related to the services provided by the representatives of other state bodies in the "ASAN service" centers, which are of direct interest to the citizen, are placed in the "ASAN services" section of the www.asan.gov.az website in a simpler and easier to understand manner.
Brochures, booklets and brochures with information about the services provided to citizens by the State Agency through "ASAN service" centers and the fees for those services were compiled and distributed to the population, and roll-ups were placed in appropriate places inside and outside the administrative building in order to ensure regular delivery to the public thereof.
The State Program "Azerbaijani Youth in 2011-2015" approved by the Order of the President of the Republic of Azerbaijan dated July 7, 2011 No. 1621 on the website www.vxsida.gov.az, which will be launched in 2013, and the State Program of the President of the Republic of Azerbaijan in 2008 It is planned to create internet portals on the "State Program for Poverty Reduction and Sustainable Development in the Republic of Azerbaijan in 2008-2015" approved by Order No. 3043 dated September 15, and the report of which is currently being submitted.
Taking into account that the State Agency provides services to the population directly through the "ASAN service" centers on the measure of expanding public participation in the activities of state bodies, it is planned to establish a Public Council on Electronic Government under the State Agency for Service to Citizens and Social Innovations under the President of the Republic of Azerbaijan in order to improve cooperation with civil society institutions and work has been started in this direction. It is planned that the council will start functioning in 2013. In addition to the above, since 2012, the State Agency's "Facebook", "Twitter" and "YouTube" pages have been created, discussions on topics related to its activities are regularly conducted, citizens' opinions and suggestions are carefully studied.
In 2013, the holding of "Open Door" civic forums, which serve to inform and educate citizens, was planned for the first time with high school teaching staff, and well-known social, cultural and scientific figures.
In relation to the "Implementation and public disclosure of the assessment of the provision of electronic services" provided for by Clause 4.5 of the Plan of Actions for the Improvement of Electronic Services, we inform you that the Decree of the President of the Republic of Azerbaijan No. 706 dated September 5, 2012, approved by the "President of the Republic of Azerbaijan according to subsections 2.1.7, 3.1.10.3 and 4.1.5, 4.1.6, 4.1.7 of the Regulation on the State Agency for Service to Citizens and Social Innovations, "Evaluation Rules for the Organization and Provision of Electronic Services in State Bodies" and " The draft "Rules for submission of projects and preparation of opinions on information systems, databases and electronic services by state bodies" was prepared and will be approved in 2013 as a pilot project by the State Agency, the National Archives Department of the Republic of Azerbaijan, the Ministry of Taxes of the Republic of Azerbaijan and Azerbaijan In the State Customs Committee of the Republic, it is planned to conduct evaluations on the organization and provision of electronic services implemented in other state bodies. In relation to the "Creation of a unified system for the purpose of ensuring electronic information circulation between state bodies" provided for in that part, we inform that based on the information obtained during the evaluation of the organization and provision of electronic services performed by state bodies, the state of state bodies' information databases, the load of servers and the status of other technical parameters is also analyzed, the regulations submitted by the state bodies related to electronic services are determined, whether they are suitable for integration or not. On the basis of the received information, necessary measures will be taken by the Agency during 2013.
In order to improve the electronic payment of fees, taxes, administrative fines, utility costs and other administrative payments, at the initiative of the State Agency, a number of negotiations were held with the relevant institution for the payment of state fees related to the services provided in "ASAN service" centers through pay points to be installed in those centers, and initial consent has been obtained. It is planned to implement and improve this initiative in 2013.
Mobile services, which are one of the activities of the "ASAN service" center on increasing the possibilities of using electronic services for the population in the regions, are planned to be gradually implemented in 2013 and used in the mentioned direction. So, at the initial stage, special trailers of the institution will go to the regions and provide mobile services to people there. Equipment in trailers equipped with technical innovations will be connected to the central office located in Baku via satellite, and citizens' applications will accordingly be reviewed online. At the next stage, it is planned to arrange for individuals to benefit from the services without leaving their place of residence or where they are, through the "ASAN service" centers opened in the regions. In this direction, a draft law was prepared and presented for the purpose of forming the relevant normative legal framework.
Educational materials on the open government initiative were published and distributed among the population in order to implement awareness and cooperation regarding the measures taken to promote open government. Thus, leaflets, booklets and brochures containing information about the organization of activities, the services provided and the fees for those services were prepared and distributed to the population. At the same time, roll-ups related to 23 services of 9 state bodies providing services at the "ASAN service" center were placed. In 2013, the necessary measures will be improved and continued in the direction of the implementation of obligations within the framework of the "Open Government Partnership".
"National Action Plan for the Fight against Corruption for 2012-2015"
Improvement of processing of applications and complaints in the agency, with the aim of organizing regular direct reception of citizens by the management of the agency, in accordance with the Law of the Republic of Azerbaijan "On the procedure for processing citizens' applications", "Rules for conducting clerical work on proposals, applications and complaints of citizens in state authorities, departments, organizations and enterprises" and in accordance with the requirements of the "Instructions on the conduct of clerical work in state authorities, departments, organizations and enterprises" "Regulations for the reception of citizens in the State Agency for Service to Citizens and Social Innovations under the President of the Republic of Azerbaijan" and the improvement of the electronic reception and official response of applications and complaints with the aim of "On the mechanism of review of applications and letters received by the State Agency for Citizen Service and Social Innovations under the President of the Republic of Azerbaijan", drafts of internal guidelines were prepared. During 2012, 93 service letters and 9 citizen appeals were duly answered by the State Agency. In 2013, the work carried out in this direction will be continued and additional measures will be taken to improve it. Thus, the Department of Information Technologies and the Department of Electronic Document Circulation have started to carry out measures by involving experts from outside in the direction of preparing the exemplary work nomenclature of the Agency and therein improving the internal electronic document circulation of the Agency.
According to subsection 3.1.7 of the "Regulation on the State Agency for Service to Citizens and Social Innovations under the President of the Republic of Azerbaijan", the creation and operation of the "Call Center" is envisaged. Through the "Call Center", a citizen can receive information about all types of services and required documents, wait in line, and make suggestions about the center's activities without coming to the center via the Internet or phone. At the same time, the center can provide relevant information services to citizens through video reception. The Agency has taken preliminary necessary measures for the establishment of the "Call Center", a three-digit contact number has been determined and it is planned to be put into use on February 1 of the next year and onwards. The "Call center" to be organized by the State Agency for Citizen Service and Social Innovations under the President of the Republic of Azerbaijan, in order to inform and update citizens about the services provided by all relevant state bodies, the need for other state bodies to operate in connection with telephone information centers has been determined, "Call center" to be established in state bodies "Rules for organizing the operation of Call centers in State bodies" to ensure the organization and operation of the "hotline" information centers operating in other state bodies with "Call centers" based on uniform rules in accordance with international standards, and a draft Decree on the approval of those Rules was prepared.
On October 5, 2012, a competition and interview for 29 vacant positions of the State Agency were announced through the Commission on Civil Service Issues under the President of the Republic of Azerbaijan in connection with the improvement of the mechanisms for the implementation of civil service recruitment on the basis of competition and transparency. Hence, proposals were submitted to the Personnel Strategy project prepared by the Commission in order to improve the mechanisms related to conducting competitions and interviews.
As part of the measures carried out to improve the rules of ethical behavior, from November 15, 2012, to December 15, 2012, 3 groups of civil servants and 74 employees of other state bodies who will work in "ASAN service" centers were given a training course on ethical behavior issues. The annual report on issues of ethical behavior was submitted to the supervisory body thereof.
By the decision of the chairman of the State Agency No. 04-AS dated December 21, 2012, "The Rules of Ethical Behavior of the civil servants serving in the ASAN service centers of the State Agency for Citizen Service and Social Innovations under the President of the Republic of Azerbaijan" was approved.
A special section has been designed for the placement of those Rules and the publication of reports on the website of the State Agency, which will be launched in 2013. With the amendment to Part 3 of the Decree of the President of the Republic of Azerbaijan dated August 16, 2007 No. 614 "On the Implementation of the Law of the Republic of Azerbaijan "On the Rules of Ethical Behavior of Civil Servants", the State Agency on ethical issues in relation to employees of state bodies operating in "ASAN service" centers was determined as a control body and within this framework, the draft of the "Ethical Conduct Rules of representatives of state bodies serving in "ASAN service" centers under the State Agency for Citizen Service and Social Innovations under the President of the Republic of Azerbaijan" was prepared and submitted to the relevant state bodies for approval.
The World Bank, the United Nations Development Program (UNDP), the European Union (EU), the OSCE (OSCE), USAID, the European Bank for Reconstruction and Development (EBRD), IBM and the International Organization for Migration within a short period of time since the State Agency started its activities was established and meetings were organized. In connection with the development of international cooperation in the field of combating corruption, cooperation was carried out with relevant international organizations, including the UN, on the implementation of corresponding measures related to the electronicization of services, the improvement of electronic services, and the prevention of corruption or other negative situations through such operative measures.
While carrying out awareness work related to the fight against corruption, increasing transparency and strengthening the fight against corruption, which is one of the main activity goals of the "ASAN service" centers, was particularly emphasized in interviews given to leading television channels and radios, and was noted in informative discussions with representatives of the Internet and written media and intentions to carry out close cooperation with them in this direction was also expressed. Educational information in this field is regularly continued to be delivered to the population and mass media through "ASAN service" centers free of charge.
