The assessment conducted by the State Agency for Services included in the "List of electronic services" was continued in 2016. During the reporting year, 444 electronic services implemented by 34 central executive authorities were evaluated.

Within the framework of the evaluations, information on the state of providing electronic services was initially collected through the "Electronic Services" section in the official internet information resources of state bodies and the sections belonging to those bodies on the "Electronic Government" portal, and then the technical capabilities necessary for the quality and continuous provision of electronic services were collected. an on-site inspection was carried out for the purpose of the study.

As part of the evaluation, the electronic services provided by each state body were analyzed by the Working Group, and evaluations were made according to the criteria Electronizationtion and connectivity level", "Information transparency and availability (access) level", and "Usability level".

During the evaluation, the current situation related to the organization and provision of electronic services was studied, deficiencies were noted in the prepared References, and proposals were made to each body to eliminate the deficiencies.

In the reporting year, the State Agency gave an opinion on the technical and efficiency of the projects related to the creation of 31 new services provided by the state bodies related to electronic services, the renaming of 10 services and the cancellation of 6 services.

Conducting public awareness events and presentations among citizens regarding the possibilities and use of the "Electronic Government" portal

In the reporting year, in order to hold public awareness events and presentations among citizens about the possibilities and use of the "Electronic Government" portal, special editions were prepared once a month in the morning programs of AzTV and ITV channels, and the representative of the State Agency participated in those programs.

In order to raise awareness about the activities of the State Agency and "ASAN service" centers, the 2016 editions of "ASAN Magazine" printed in Azerbaijani and English have provided information about electronic services and places of delivery therein.

During the reporting period, a 1-hour "Technovation" program aired once a week was organized on ASAN radio. In the program, listeners are informed about "Electronic services", "Electronic government solutions", "Social innovations", "Information and communication technologies" and other areas.

The purpose of the program is to shed light on the situation in the country and the world in this field, to increase the literacy of citizens in the field of electronic services, to promote electronic services, and to raise attention to this field by highlighting social innovations and the work done. "Organization of electronic services", "Register of State Services", "Application of technologies to social spheres", "Protection of personal data" etc. in the program. such topics are covered.

In the "Technovasia" program, information was given about the electronic services provided by appropriate state bodies such as the State Examination Center, the Ministry of Taxes, the Ministry of Health, the State Service for Mobilization and Conscription, and the representatives of those bodies answered citizens' questions on live air.

At the same time, topics such as "Social networks", "Big DATA", and "Mobile applications" dedicated to technological innovations and the processes taking place in the world were highlighted. From the work done by the State Agency in this field, programs were prepared on topics such as "Idea Bank", "Statistics Portal", "ASAN WiFi". Responsible employees of the State Agency and field experts participated as guests in these programs.

Ensuring the reduction of the number of official documents and references required by state bodies in connection with the application of electronic services

Resolution No. 3 of 2016 of the Cabinet of Ministers of the Republic of Azerbaijan, adopted in order to ensure the implementation of the Decree of the President of the Republic of Azerbaijan dated April 27, 2016 No. According to the 3rd part of the Decree No. 260s dated May, the State Agency has been entrusted with providing agreed proposals on ensuring the reduction of the number of official documents and references required in connection with the application of electronic services provided in paragraph 1.4 of the National Action Plan. The proposals collected from the central and local executive authorities were analyzed by the State Agency, and the proposals deemed appropriate for implementation at the initial stage were agreed with the relevant state authorities. The proposal includes issues of reducing the number of official documents and references required by state bodies as a result of integration into information systems. The proposals mentioned, as well as the suggestions of the state bodies regarding the issuance of relevant documents in normative legal acts regarding the reduction of the number of required official documents and references, were summarized and submitted to the Cabinet of Ministers.

In the reporting year, the possibilities of eliminating inconsistencies found in the implementation of services in "ASAN service" centers, applying electronic services, and obtaining the required documents using the information systems of the relevant state bodies were evaluated, and legislative amendment projects were prepared.

Ensuring the implementation of local (municipal) taxes and payments through the Centralized Information System on Mass Payments of the Central Bank of the Republic of Azerbaijan and electronic terminals

"ASAN payment" system - decisions on the imposition of administrative penalties in the form of administrative fines, protocols and photos or video images of the commission of administrative offenses against the traffic rules detected with the help of special technical means are sent electronically to citizens' e-mail addresses and mobile phone numbers (short message - via SMS), filing relevant complaints and motions from the administrative offense protocol or the decision on the administrative offense case, monitoring the execution periods of decisions on the imposition of administrative penalties in the form of administrative fines, informing citizens about the expiration of the periods, executing administrative fines and court decisions was created to ensure the electronic payment of related funds and other payments through special payment terminals and mobile phone devices. The system is integrated into the Centralized Information System on Mass Payments of the Central Bank of the Republic of Azerbaijan and other payment systems thereof.

29 central executive authorities and 71 local executive authorities joined the "ASAN Payment" system. Currently, the payment of fines is provided through the System's Internet Portal and terminals, as well as payment of fees, utility, and communication services.

In order to make payments to local self-government (municipal) institutions through the "ASAN Payment" system, the "Municipal Bodies" section was created on the "ASAN Payment" portal, and information on that section was provided from the Centralized Information System for Mass Payments. Currently, it is possible to pay the payments related to "Profit tax", "Land tax", "Property tax", "Local payments", and "Mining tax" in the section by identification with ID card and TIN information.

Measures are being taken to ensure that those payments are made through "Easy Payment" terminals.

2.4

Preparation of mobile versions of websites of state bodies, opening pages in social networks, and ensuring their active activity

The Internet information resource http://www.asan.gov.az/ was created by the State Agency in the reporting year in order to prepare mobile versions of the websites of state bodies, open pages in social networks, and ensure their active activity, has been adapted for opening on mobile devices.

Through the social network pages of the State Agency opened in 2013, active activity continued in 2016.

The State Agency for Social Networks and the activities of the centers were regularly shared during the year:

- "ASAN service" Facebook page has more than 411,800 followers. Up to 430 information posts were placed in the reporting year. The average number of comments received on these posts during the day was 384 and the average number of likes was 2200;

- The Facebook page of the State Agency has more than 9570 followers. More than 100 information posts were placed in the reporting year. The average number of likes in posted posts was 200;

- About 100 tweets were posted on the Twitter page of "ASAN service" in the reporting year. Most of these tweets are photo and video information. There are about 3398 followers;

- More than 160 posts were posted on the Instagram page of "ASAN service" in the reporting year. The total number of followers of the page is more than 12100. More than 700 posts were made on the Instagram social network with the hashtag #asankhidmet;

- In 2016, the total number of video views on the Youtube channel of "ASAN service" is about 260,000. The total number of uploaded videos is more than 384. Azerbaijan, Russia, Turkey, USA, Ukraine, Czech Republic, Great Britain, Denmark, Georgia, Germany, etc. the number of views from countries prevails.

4.1. Supporting the activities of civil society members

4.1.1.

4.2. Expanding public participation

Cooperation activities with the "Public Council for the Promotion of Electronic Services under the State Agency for Service to Citizens and Social Innovations under the President of the Republic of Azerbaijan" which has been operating since 2013, have been continued in the current year. In 2016, 6 meetings and a large number of discussion meetings were held with the Public Council. Hence the participation of representatives of NGOs and other relevant state bodies was ensured in the meetings. The following issues were discussed at the meetings:

 

· Improvement of the legislation related to the development of electronic government building;

· Improving the operation of the Electronic Register of State Services and improving the quality and efficiency of services provided by state bodies;

· Organization of electronic services in local executive bodies;

· Organization of assessment on "ASAN service index";

· Facilitation of Internet connection services and ASAN.Net project;

· Discussion of the current state of open government data.

As a result of the discussions on the topics, the proposals presented by the Public Council were analyzed and taken into account in the prepared projects and implementation.

In the reporting year, a draft amendment to Decree No. 262 dated September 11, 2014 of the President of the Republic of Azerbaijan "On measures related to the creation of the Electronic Register of services performed by state bodies" was prepared and adopted by Decree No. 934 of the President of the Republic of Azerbaijan dated June 9, 2016 . Based on the changes, central and local executive authorities, legal entities owned by the state and whose shares (shares) are controlled by the state, public legal entities created on behalf of the state, and budget organizations, which make up the "ASAN service index" of services included in the Electronic Register of State Services. guided by the parameters, the State Agency was given the task of carrying out the assessment. In order to perform this task, the "Rules for evaluation of state services according to the ASAN service index" were approved. The 7 parameters mentioned in the Decree and 143 criteria included in the Rules were determined taking into account the operating principles and transparency standards guided by the "ASAN service" centers. Between November 1 and December 31, 2016, the initial stage of evaluation of more than 300 services included in the Electronic Register of State Services of 10 central and 13 local executive authorities was carried out within the framework of the pilot project. The evaluation of public services according to the "ASAN service index" will encourage the application of the above-mentioned standards in other state bodies and in the provision of public services.

8.7

Improvement of processing of businessmen's applications in order to solve the problems faced by entrepreneurs and taking appropriate measures

The Decree of the President of the Republic of Azerbaijan dated February 3, 2016 "On the establishment of the Appellate Council under the President of the Republic of Azerbaijan" was approved. In order to solve the problems faced by entrepreneurs in the reporting year, the Appeals Council was established in the State Agency in order to improve the process of considering their appeals and take appropriate measures.

The Appellate Council is provided with the opportunity to apply through the official Internet information resource of the State Agency, and that system is integrated with the electronic government portal.

During the current year, the Appellate Council of the State Agency received 3 appeals and sent them to the relevant state bodies and organizations.

10. Awareness and cooperation

10.1

Improvement of cooperation relations with international organizations specializing in the field of open government and the fight against corruption and relevant state bodies of foreign countries, implementation of measures for the implementation of recommendations and requirements

In the reporting year, the following activities were carried out by the State Agency in connection with the promotion of the "ASAN service" model as a leading practice in the field of providing public services and fighting against corruption, as well as its application in other countries:

 

In March of this year, the Afghan delegation visited "ASAN service" centers. The delegation got acquainted with the establishment, objectives, types of services, and activities of the "ASAN service" center.

On April 4-9, 2016, the delegation of the Joint Services Agency of the Republic of Albania (ADISA) visited our country with the aim of getting to know the activities of "ASAN service" centers.

On May 24-25, 2016, the delegation of the Administrative Control Department of the Arab Republic of Egypt got acquainted with "ASAN service" centers.

On April 28, 2016, the delegation of the Information Technology, Communication, and Security Center of the Iranian Presidential Administration got acquainted with the "ASAN service" centers.

On July 12, 2016, the signing ceremony of the Memorandum of Understanding on the establishment of a progressive mechanism for the provision of public services was held in the palace of the President of Afghanistan. The Memorandum of Understanding was signed between the State Agency for Service to Citizens and Social Innovations under the President of the Republic of Azerbaijan and the Ministry of Finance of the Republic of Afghanistan.

On August 19, 2016, the "Azerbaijan-Korea Cooperation Forum on Public Administration" was held by the State Agency. Within the framework of the forum, the "Memorandum of Understanding on Cooperation in the Field of e-government and Provision of public services" was signed between the State Agency and the Ministry of Internal Affairs of the Republic of Korea.

On October 4, 2016, the delegation headed by the Minister of Internal Affairs of the Islamic Republic of Iran got acquainted with the activities of the "ASAN service" center and "ASAN radio", and created conditions and working principles.

On November 28-29, 2016, the delegation of the State Services Department of Kyiv City Administration of Ukraine got acquainted with the activities of "ASAN service" centers.

On November 2, 2016, the delegation led by the Minister of Administrative and Bureaucratic Reforms of the Republic of Indonesia got acquainted with the activities shown in the "ASAN service" centers, as well as in the Mobile ASAN service bus serving in the city of Khirdalan.

During the reporting year, representatives of the State Agency participated in the following international events and carried out information activities:

 

World Governance Summit in Dubai, United Arab Emirates on February 8-10;

In the months of May, June, July and September, the latest reforms and "ASAN service" were organized in seminars on various topics jointly organized by the Training Center of the Ministry of Commerce of the People's Republic of China, the Chinese Academy of Management, the Institute of Research Center of the Chinese State Council for Public Administration and Human Resources of the People's Republic of China. related to experience;

On June 2, the 10th meeting of the "Public Administration Reforms Panel" of the 1st Platform on "Democracy, Advanced Governance and Stability" of the Eastern Partnership program of the European Union was held in Baku under the organization of the State Agency. At the meeting, issues such as a review of measures taken in Eastern Partnership countries, public administration, provision of public services, electronic government and data protection, civil service, and local and regional administration were discussed in the meeting. About 50 representatives from the European Union Secretariat, member states and Eastern Partnership countries visited Baku to participate in the panel meeting;

"Azerbaijan-Korea Cooperation Forum on Public Administration" was held by the State Agency on August 19, 2016. Within the framework of the forum, a Memorandum of Understanding on cooperation in the field of e-government and provision of public services was signed between the State Agency and the Ministry of Internal Affairs of the Republic of Korea. The Memorandum of Understanding aims to promote cooperation and exchange of experience between the State Agency and the Ministry of Internal Affairs of the Republic of Korea in the field of e-Government and public services, including mobile government services, and defines the general directions of this cooperation;

On September 30, 2016, the V Baku International Humanitarian Forum was held. The delegation of the State Agency participated in the panel called "Sustainable Development and ecological civilization" organized within the framework of the event and made a presentation on "The role of human capital in achieving the goals of sustainable development";

An official visit to the Republic of Korea was organized on October 6-7. During the plenary session of the forum, a detailed speech was made about the activity of the "ASAN service" model, which was created as a part of the institutional reforms implemented in Azerbaijan;

On October 6-7, 2016, "ASAN service" was presented at the 11th meeting of the Public Administration Reforms Panel of the Eastern Partnership program of the European Union, held in Warsaw, Republic of Poland;

On October 31-November 4, 2016, the "Global Forum on the Development of South-South Cooperation" was held in Dubai, United Arab Emirates. A delegation of the State Agency participated in the forum and a presentation on "ASAN service" was made in the panel on "National Development Priorities in the Direction of the Implementation of the 2030 Agenda for Sustainable Development";

"Government 3.0 Global Forum" was held on November 9-10, 2016 in Busan, Republic of Korea. The purpose of the forum was to identify modern challenges in the field of management and discuss the latest innovations in this field. Also, the forum acted as a platform for demonstrating successful practices in the field of interaction between the state and citizens. The representative of the State Agency spoke at the panel organized on the topic of "Smarter Government" within the framework of the forum;

On November 9, 2016, an international seminar on "Increasing the quality of public services in the context of the implementation of the National Development Plan of Kazakhstan" called "100 Steps for the Implementation of institutional reforms" was organized by the Regional Center for Civil Service located in Astana, the capital of the Republic of Kazakhstan. At the international seminar, the representative of the State Agency made a broad presentation on the experience of "ASAN service";

On December 7-8, 2016, a visit to Addis-Ababa, the capital of Ethiopia, was organized. As part of the visit, in addition to the presentation, meetings were also held with the Minister of State for Civil Service and Human Resources Development of the Federal Democratic Republic of Ethiopia and the head of the Department of Political Research and Analysis of the Ministry of Foreign Affairs. In the meetings, information was provided on the reforms implemented in Azerbaijan in the field of public services provision, and views were exchanged on future cooperation prospects between Azerbaijan and Ethiopia in this direction.

In the reporting year, the sixth issue of "ASAN service" magazine and the last issue of "Brand story" magazine during the current year were translated from Azerbaijani to English by the State Agency. Foreign guests who visited the State Agency and "ASAN service" centers and a number of accredited diplomatic missions of the Republic of Azerbaijan in foreign countries (Kuwait, Ethiopia, Republic of Korea, UAE, etc.) were sent propaganda materials in foreign languages about "ASAN service".

11. Monitoring and control of the implementation of the Action Plan

According to the letter No. 25/674 dated September 9, 2016, received by the Anti-Corruption Commission of the Republic of Azerbaijan, measures have been taken to create an "Electronic monitoring" system. Thus, a concept and technical document was prepared by the State Agency for the establishment of a monitoring system that ensures the control of the execution of the acts of the President of the Republic of Azerbaijan.

The document describes the working principles, capabilities and functionalities of the "Electronic Monitoring" System. Through this system, the control body has the following opportunities:

• Enter the tasks mentioned in the legislative acts and choose the executive body;

• To control the stages of implementation of tasks;

• Acquaintance with supporting documents related to the implementation of tasks;

• To give instructions and recommendations regarding the implementation of tasks;

• Use a real-time accountability system;

• Ability to perform performance analysis.

"Monitoris" Electronic Monitoring System was developed based on the technical document and placed at http://www.ems.gov.az/. Currently, the system operates in the pilot version in test mode.

In accordance with the "Action Plan for conducting opinion polls in "ASAN service" centers in order to measure the quality of service for 2016, in order to announce the results of specialized surveys, investigations and evaluation of the state of implementation and evaluation of open government and corruption prevention measures. Between 21.01.2016 and 12.12.2016, a total of 48 periodic opinion surveys were conducted, including 36 periodic opinion surveys in "ASAN service" centers and 12 periodic opinion surveys in mobile service buses. A total of 5,060,395 requests for services were registered during the period under review, of which 1,087,894 were requests included in the survey period. 243890 requests were registered during the year. The participation rate in the surveys was 22.4%. The daily average number of collected inquiries was equal to 339. During the survey period, 2390 complaints, 700 suggestions, and 171044 thanks (from survey questionnaires) were received from citizens. 69756 people did not express their opinion in the survey. During the year, the overall average satisfaction ratio was 99.55%, with the overall satisfaction ratio for the centers being 99.2% and 99.9% for the mobile service.
